Housing promises, but can the infrastructure support it?

The government is attempting to inject life back into the North West housing market. Six areas across the region have been identified as “growth points” for extra housing with a planned 30,000 extra units in Greater Manchester, Carlisle, Central Lancashire and Blackpool, West Cheshire, Halton, St Helens and Warrington, and Mersey Heartlands, which includes developer Peel’s Wirral Waters scheme. Gerard Hughes, planning, development and regeneration partner at GVA Grimley in Manchester, told Insider: “It’s good that the North West has done the best out of all of the regions with the number of bids that have made it through, especially in areas such as Preston and Chester, where there have been restrictions on development in the past. But the issue is whether the region can sustain the amount of new development in terms of the infrastructure needed to support it.” The government has pledged part of a national pot of £100m to fund the infrastructure needed to support new homes, including schools, health facilities and parks.

Peel builds Pinewood holding
MediaCity developer Peel Holdings has again increased its stake in Pinewood Shepperton through its Goodweather Investment Management company, as analysts rumour that Peel owner John Whittaker is preparing a bid for the Slough-based studio owner. It now holds 21.76 per cent of the total voting rights after initially building its stake from 10.91 per cent to 20.25 per cent in March.

Vincents buys again
Lancashire law firm Vincents has acquired Preston-based criminal law outfit Jeff Brailsford Rimmer & Co, which follows last year's takeover of Preston law firm Laverys. Alan Vincent, senior partner at Vincents, said: "This latest deal will strengthen considerably Vincents' criminal legal offer, establishing us as one of the major regional players in this particular specialism." Vincents will retain the 11-strong team from Jeff Brailsford Rimmer & Co and the company now has 68 staff located in Preston, Garstang, Fleetwood, Longridge and Knott End.

Down at the deli
Lancashire County Council's funding spin-off, Rosebud Finance, has pumped start-up finance into Leyland delicatessen The Lancashire Deli at a time when demand for local produce is high on the consumer agenda. Councillor Niki Penney, chairman of Lancashire County Developments, which runs Rosebud Finance, said: "People are now very serious about their food and rightly so. There is a great desire for local food and a heightened awareness of local identity." Rosebud Finance was established in 1986 and provides loans and equity funding from £5,000 to £750,000.

Assembly under any other name
The North West Regional Assembly is effectively being relaunched this week as 4NW - For Northwest - in a last-ditch attempt to avoid abolition by this government and the Conservatives. The Wigan-based quango was supposed to monitor the strategy of the Northwest Regional Development Agency and oversee policy in key areas such as housing. However, it has been hampered by poor private sector involvement and the inexorable move towards power concentrated in the city regions such as Greater Manchester and Liverpool. 4NW is described as a new leaders' forum and partnership body for regional stakeholders and will continue some elements of its predecessor, the assembly.

Heatons plans London base

Manchester law firm Heatons is upbeat about the future with plans to open an office in London. The company, which has a strong client base in the capital, is planning its move by the end of the year. Partner Jim Truscott told Insider that Heatons was “looking at a number of options to springboard into the London market” but that the company would maintain the majority of its resource in Manchester. The firm is also planning to appoint four new partners over the coming months to boost its construction, commercial and international teams.

Storing data in Wythenshawe
Data storage specialist Teledata - with £3m funding line from The Co-operative Bank - has opened a multimillion-pound data and disaster recovery centre in Wythenshawe, with plans to create upwards of 40 jobs over the next 12 months. Delta House is Manchester's largest building of this kind and has already signed up Moneysupermarket.com to the site. Developer Jemline has refurbished Shell's former regional office on Wavell Road to create Delta house, with the data storage centre Teledata on the ground floor and 47,000 sq ft of new office space spread across six floors above.

CTP looks for a resi remix in Lancaster

CTP, which along with Development Securities is behind the Luneside East regeneration scheme in Lancaster, has spoken to Insider following the departure of David McLean from the project. Managing director Guy Illingworth said: “McLean’s had agreed a transaction to buy the residential land, but unfortunately this has fallen out of bed. The deal was conditional on us remediating the site, which will take around 12 months - we are still pursuing this. McLean’s scheme was apartment dominated and we will look at a greater mix of family housing and apartments when progressing dialogue with residential partners at a time when market conditions should have improved."

Symmons bags Dukinfield appointment
Edward Symmons has been appointed to act as the agent on the sale of the former premises of fashion import business WB Ashworth and Sons in Dukinfield, which has gone into liquidation. Along with the two industrial units and a concrete yard, the sale will incorporate an outstanding stock of 90,000 handbags. Ben Lynch, partner at Edward Symmons in Manchester, said: "The sites should attract considerable interest as they benefit from valuable road links. Perhaps more appealing to a purchase, however, is the tenancy arrangement since the workshop site is let at a rent of £11,500 per annum on an effective full repairing insuring basis. This will guarantee the new owner an income from the site on purchase."
