Halsall joined the authority in 2009. He will be redeployed from his current role of executive director of resources and deputy chief executive, a role which reportedly will be abolished as the county council seeks to reduce management costs.
Leader of Lancashire County Council Geoff Driver said: "Phil is a highly experienced manager and leader who is already at the heart of our efforts to maintain high quality frontline services while delivering the savings required by government. The decision to redeploy him gives us certainty about the future at a crucial time in the county council's history.”
Before joining Liverpool in 2000, Halsall was chief executive of South Ribble Borough Council. He worked at Liverpool during the tumultuous split in the authority between officials and members associated with chief executive Sir David Henshaw and those allied with the city’s former leader Mike Storey.
