Commercial property adviser CB Richard Ellis (CBRE) has appointed Philip Scott as head of planning for the regions. Scott, who will be based in CBRE’s Birmingham office, will be responsible for coordinating the firm’s planning teams in Birmingham, Bristol, Leeds, Manchester and Southampton.

Scott is currently a director in CBRE’s London-based national planning team having joined the firm three years ago.

With more than 20 years’ experience in planning, Scott has advised on several major developments for clients including Shell UK, BAE Systems, Acetate, Development Securities, Argent, and BSkyB.

As head of planning for the regions, Scott will be based in Birmingham three days a week. He will work alongside the development and regeneration team, headed by Chris White, and the building consultancy team, led by Mike Sutton.

Scott said: “Following a period of contraction for the regional planning teams, we are now beginning to see real growth in terms of instructions and client base, which in turn has led to a pressing need to strengthen the firms’ planning offer. As a result, the focus is now firmly on growing CBRE’s planning teams in the regional offices so that we can continue to provide the high quality services that our clients demand.

“Through a coordinated approach between CBRE’s national and regional planning teams, we will also be looking to capitalise on the opportunities arising from the government’s recently announced Localism Bill. The Bill is intended to shift power from Whitehall to local communities, giving them more control over issues such as local development and planning permission. This will be a key focus for the team going forward."
